What Is an Escort Vehicle?

An escort vehicle is one that is used to escort trucks with loads or convoys of vehicles. It serves as a forward or rear warning device to the general public and is required for certain over-dimensional or overweight loads. Escort vehicles are also referred to as flag or pilot cars.   

The escort vehicle driver is responsible for the overall movement of the load. It is important to remember that the over-dimensional load driver and the escort driver function as a team. Each person must contribute his or her skills and complete attention to ensuring the safe movement of the load. Constant alertness is necessary to anticipate and avoid problems.


Effective on January 1, 2014, the Virginia General Assembly enacted a law requiring individuals wanting to perform the duties of an escort vehicle driver to complete an escort vehicle driver training course. Successful completion of this training course is required prior to taking an escort vehicle driver certification knowledge test at any Virginia DMV customer service center (CSC).   

To qualify for Virginia escort vehicle driver certification, you must: 

•Be at least 18 years of age             •Hold a valid driver's license       

•Successfully complete an 8-hour escort vehicle driver certification training course approved by Virginia DMV

Escort Vehicle Driver Training

The purpose of the escort vehicle and driver training is to enhance the safety of moving over-dimensional loads by highway and to reduce delays and inconveniences to the general flow of traffic. Escort drivers have specific tasks to perform during each phase of the over-dimensional load movement.

Reciprocity Agreements with Other States

As outlined in Virginia Code § 46.2-2907, a Virginia certification as an escort vehicle driver is valid in states that have a reciprocity agreement with Virginia. Any escort vehicle driver certification from those states is also valid in Virginia. However, if someone from those states wants a Virginia Escort Vehicle Driver Certification (Virginia credential), he/she will have to complete the requirements as listed in Code of Virginia § 46.2-2906.    Currently, Virginia has reciprocity agreements with the following states:

 •Florida         •Georgia              •Minnesota             •North Carolina            •Oklahoma  

•Utah             •Washington

How to Apply for a Virginia Escort Vehicle Driver Certification

To apply for Virginia escort vehicle driver certification, you must: 

•Submit a completed Escort Vehicle Driver Certification Application (HP 404) to any Virginia DMV CSC 

•Pass an escort vehicle driver certification knowledge test with a score of 80% or higher 

•Pay a $25.00 certification fee  

The Virginia Escort Driver's Manual (HP 405) will assist you in your preparation for the test. An appointment is not necessary at DMV for the test.
